Auto Permit in Delhi: The Delhi Government has made new changes in the process of auto registration and transfer in view of the complaints of black marketing of auto permits. Under this, the autos taken by the financiers can no longer be transferred directly from one person to another in case of non-payment of loan.
Along with this, in case of loan defaulter, autos captured by the financiers will have to be registered or transferred in the name of financial institutions without prior permit. Only then it can be registered or transferred in the name of any other third party. In this regard, Transport Minister Kailash Gehlot said that despite having rules, many genuine loan defaulters are being harassed by the financiers.
Changes in auto registration and transfer process
As per the new changes in the process of auto registration and transfer, the auto will be first transferred in the name of the financiers (NBCs/Banks) in case the auto is captured from the registered owner due to failure to make payment to the vehicle financiers under the Motor Vehicles Act. . Along with this, the auto owner will be informed by sending a copy of this registration to their address.
Direct transfer of the vehicle to any other buyer and permit will not be permitted in all such cases. Such captured vehicle can be sold at auction on behalf of the financier in accordance with due process of law. The person who buys such a vehicle through auction can approach the Transport Department and get it registered in his name under the provision of MV Act, 1988.
Know what is the rule
It has been told that the buyer through the auction should be a resident of Delhi, having Aadhar card, driving license of Delhi address. In addition, the buyer should have a valid LOI and valid permit for Auto-rickshaw (TSR) issued by the Transport Department, but should not currently have any Auto-rickshaw (TSR) in his name. Whereas the financier can keep the vehicle with him. The surrenderer can register another TSR against that permit within six months from the date of surrender of the original allottee of the permit, after which the department will issue a fresh LOI.
The department is preparing guidelines to ensure compliance of other transport/non-transport vehicles as well. The department will share the list of such surrendered permits and registration of vehicles in the name of the financiers with the Enforcement Branch, so that any unauthorized movement can be checked.
Auto drivers will get relief
Transport Minister Kailash Gehlot said that despite having a rule, many genuine loan defaulters are being harassed by the financiers. Our government believes in fighting against all such types of corruption and ending malpractices. This is especially important in the pre-Covid scenario where auto drivers are bearing the brunt of their inability to repay huge loans. Kailash Gehlot said that I hope that this measure with strict enforcement from the department will reduce such trouble and will give relief to many auto drivers.
